Why was I charged credits when the system failed to download my photos?

Credits are deducted when you press Download and the download initiates — but all the photos are then marked as downloaded. Since they're considered downloaded, you can download them again any number of times without additional credit deductions. A checkmark on the thumbnail means it's already downloaded and free to re-download.
